Silly thought (on absolutely no evidence), but could it simply be that, with the rapid expansion of the Army during the war, and the transformation of musical intrument makers; that this was a civilian item 'pressed into service'?

I guess it never crossed their minds that if they didn't require a license and inspection of people's homes then there would be no loss of money for the police and a savings for the gun owner of out of pocket expense as well as leaving the police more on the clock time to look for actual bad guys. ...

I think you'll find that that kit was private purchase infantry equipment. Tank crews had enough to do trying to move around in an unsprung box with minimal room, so they wouldn't have wanted to be encumbered with armour. As I recall, they have at least two buses on site, one an original pre Great War model (I can't remember its designation) and a replica "B" Type (the bus that went to war with the British Army in the Great War*) When I was there (several years ago) the trams weren't running for some reason...
