The usual size of large rifle Berdan primers is 5.5mm or .217 inch. There are some odd sizes but most relatively modern Berdan primed rifle cases cases will be 5.5mm. If the cases use standard size Berdan primers, why not use those and save the faff of converting to boxer? I think they just used the start of WW2 as a cut off date. No logical reason, but then there is little logic in our firearms laws.

In the UK, muzzle loading black powder rifles and pistols are classed the same as modern firearms if they are made in 1939 or later. A film was made of the disposal of HMS Vanguard. As it was the last battleship of the Royal Navy, it should have been preserved but who would have funded it? Not much spare money about in those days.
