I've looked at a number of Persian, Indian and Arabic scripts and my vote goes to Arabic' but as to what it says???

And the answer is:-
"Is says, "Ma Sha Allah" so the English means something like "God willed it" or "God has willed it" Sometimes seen written as two words, (Masha Allah) or even one, (MashaAllah)
Google Ma Sha Allah and you see more, plus illustrations of this text.
It would appear a common saying, like " InshAllah" (God willing)"
