pesky wads

I was shooting my Swede Rolling Block, 12.17x44R, last night, and was getting wildly inconsistent chronograph readings. Velocity readings varied from 1075 to 1250fps, but the 3/4" hole (5 shot string) in the 50 yard target seems to belie those readings.

Load was 65 gr FFG, 350gr. FNWC, and a .060 fiber wad. This is the first time I've shot a wad through the Chronograph. Is the wad, perchance, throwing off the readings? It was late in the evening, so not a strong source of light.
