Germany is looking for a way out of the war that isn't going to be as harsh a peace as the nations that fought against them and lost tremendously large numbers of people would certainly impose. But Wilson also knows that his allies want Germany to totally surrender without condition.

Wilson replies to Germany's acceptance of all of Wilson's Peace initiative proposal. But, now that the end is near, Wilson realizes there is no future in a easy peace. The allies want to win unconditionally and take their revenge with no negotiation. So.. he starts off telling the Germans now nice of them to accept his conditions. Then he throws in a .. but you are still doing unconscionable things like sink Allied ships. Then he goes off to quoting a dead American President and pretty much says the German military and the German political Imperial state must be castrated to the point of being impossible to promote another war.

With people dying of the Spanish Flue in droves few things would help the suffering. Bayer Aspirin was one of those things that could at least reduce fever. But the guy who the brand was named for, and who discovered the process to make an old drug more useful, Fredrick Bayer, was a German and the company that started making Bayer Aspirin in 1899 was German. Then to make things more ticklish in America the company conspired to corner a certain chemical market. Then this happened:

After the U.S. declared war on Germany in April 1917, alien property custodian A. Mitchell Palmer began investigating German-owned businesses, and soon turned his attention to Bayer. To avoid having to surrender all profits and assets to the government, Bayer's management shifted the stock to a new company, nominally owned by Americans but controlled by the German-American Bayer leaders. Palmer, however, soon uncovered this scheme and seized all of Bayer's American holdings. After the Trading with the Enemy Act was amended to allow sale of these holdings, the government auctioned off the Rensselaer plant and all Bayer's American patents and trademarks, including even the Bayer brand name and the Bayer cross logo. It was bought by a patent medicine company, Sterling Products, Inc..[4]:42–49 The rights to Bayer Aspirin and the U.S. rights to the Bayer name and trademarks were sold back to Bayer AG in 1994 for US$1 billion.

The German peace initiatives have become an admission of defeat and they know the end is very near. They are reduced to begging for any kind of peace concessions they may get and aim their pleas at Wilson whom they think less sanguine when it comes to whatever the final terms of surrender turn out to be.

Meanwhile...over in Siberia. Americans protecting the Siberian railroad.... for whatever crazy reason....from Bolsheviks and just in case they get lost Germans, or ambitious Japanese and various free lance marauders ....have their own special uniform.
