The state of Iowa and blind people with guns

In the state of Iowa blind people can be issued gun permits and can carry in public. The question in my mind is...since they can't actually point a gun at someone in particular.. I guess they shoot on the pray and spray method.

Come to think of it, Iowa is the first state to have a Presidential candidates vote to decide who they want to send electors for to the upcoming conventions. It figures then that they would also give blind people permits to carry around firearms. Whoever Iowa makes a front runner, he or she, is only a shot in the dark at best.
