Gun control hysteria was alive and well a hundred years ago in Washington DC. Check this proposal by a Congressman concerning Washington DC.

Those proposals are not too far away from what we have in the UK and introduced in 1920. Approved by the Police, two references required and can be revoked at any time.

I wonder about the $500 bond. Obviously the bond would be sold by some insurer at some nominal fee. I wonder who would get the pay off and under what circumstances if the bond holder shot somebody.
