Yes, it is military - even if a trainer.

Stampe-Vertongen SV-4 http://home.scarlet.be/~gvanroy1/sv4.htm

"Belgium is hardly known for aircraft construction, yet one of the worlds most loved antiques was constructed in this small country. Initially intended for the sports flier, the SV-4 also sprouted military interests, so that the Antwerp Stampe-Vertongen company could start production of what was to become one of the most famous training aircraft. Belgium's Aviation Militaire ordered several aircraft before the second world war, and this in turn led to a serious interest by the French air force. Unfortunately war ruined any possibilities of aircraft deliveries to the French, but they managed to obtain a licence agreement and built the aircraft themselves, producing more than 800 of them. After the war, production started again in Belgium, almost exclusively for the Belgian Air Force who used the aircraft in the same primary trainer role as prewar. In the late sixties however, the useful life of the SV-4 came to an end and the air force started to look around for a new trainer. Stampe had already teamed up with Renard, also of prewar aircraft construction fame, and in a last attempt to keep the company alive the SV-4D was designed, a more streamlined Continental-engined derivative of the original design."
