Stacking rods, or hooks, or swivels, went out of business on military arms as they got shorter. A M1 rifle has a stacking swivel but a M1 carbine doesn't. 1903's have them too. M16's don't. Not something I think about but interesting like some feature of evolution that suddenly no longer repeats in a following generation. And it's not like mud and, or, snow went away.
Arch I'd say that thing looks like a hook to slide your wet socks on if you want to dry them over a camp fire. You could tie your line to it if you were fishing for crayfish.
