The White Cross is the Saltire of St Andrew and represents Scotland on the Union Flag.
On the Scottish Union Flag the St Andrew's is predominant.

The Red Saltire is the Cross of the Fitzgeralds and was used by England to represent Irland on the Union Flag as to have used the Irish symbol of the Harp on the flag would have meant, that to be symetrical, it would have been in the centre .

So a bit of historical invention was indulged in.

Would have looked nice with the Harp in the dominant possie.
