Don't know about the rest of the items but the Milsurp After Hours patch and pin are now well traveled. The "membership card" being less traveled since it didn't start out in China.

dug m, I appreciate your interest. I have to work on this problem. I got an email out to Paypal and will work on some other solution if need be.
PayPal states this:
As of June 2005, South African residents are able to open a PayPal account, and can only send payments at this time. South African residents may not use PayPal to receive payments. PayPal continues to research how best to expand its offering in South Africa.
