There could be a logical explanation, maybe he had to put it on the back seat of his car and he didn’t want dirt on the wheels.

It's funny, but the whole photo looks fake, especially the back of the car on the far right and no Home Depot has shopping carts that small.

At least this is still true in more states than not. However, not some states. A friend moved from California to Hawaii. In Hawaii he had to have all his guns registered. In California, where he was coming from, it's something like as gun fearing so he wasn't all that surprised.
