Kind of looks like the cutter Acushnet but the picture I have is pretty poor for comparison purposes.

Sorry, the USCGC Acushnet (originally the USS Shackle ARS-9) was built 34 years later.

That wasn't the one I was looking at, different ship. I was looking at the one in the 1914 Jane's Warships of WW1 but the picture was dim. oh well.

Found the right one Acushnet.
Very similar, built the same year and about the same size.

Well I have continued to look but the only one I have come across that resembles your image is the cutter Snohomish it but lacks the extra deck and gun up forward.

You are correct, it is the Revenue Cutter Service / US Coast Guard Cutter Snohomish.
Not sure when the upper deck and guns were added, but I think before 1915.
My Grandfather served on her from Apr. 1912 to Dec. 1918. Have done quite a bit of research and
she has quite a history.
Guess I should have posted as-built and modified photos.
Your turn.

Had let this one slip. First of her class, took part in the invasions of Kwajalein, Guam, Leyte and Luzon.
Participated at Bikini.
