It looks like a vehicle cargo strap of some sort to me.

Brass Rat, I've seen similar belts used as safety straps around metal containers housing electrical equipment and/or radios.

The clue is the number of holes in the strap end, opposite to the buckle.......They are also a bit thicker that most leather work you find
