Okay, I wanted to guess this when I first saw it posted but didn't want to ruin anything.
Is it one of those guns that is for piercing concrete in like maybe a building's foundation during construction?

I think you are referring to a powder-actuated tool (often called a "Hilti gun" or a "Ramset gun" after their manufacturing companies) is a nail gun used in construction and manufacturing to join materials to hard substrates such as steel and concrete.
Nope, not it. This one shoots regular .22 Short Rim-Fire just like any other .22 auto.
I'm running out of hints, but the next one is: It was made in 1987 and announced in a press release at that time. Obviously it was never a production item.
