So explain this to me

It's OK apparently, by US Presidential notions of the rules of war, to make one strike and kill everybody on a suspect boat in international waters....... but it is only fair play if you kill all of them at once. If you have to make a second run to finish some off....then it's against the rules of the game and maybe a war crimes offense. Say what???Nov. 29 (UPI) -- Defense Secretary Pete Hegseth denied ordering the U.S. military to "kill everybody" and said news reports claiming such are "fake news."
Hegseth was responding to a report by the Washington Post on Friday that accused Hegseth of verbally ordering military personnel to kill all 11 crew members by carrying out a second strike on an alleged drug-smuggling vessel on Sept. 2.
It occurs to me that in bowling if you don't get a strike on the first roll of the ball you get a chance to pick up a spare don't you? Looks like the Trump administration would agree...even though blowing up random boats because they look like they could have been on Miami Vice seems evil to me.
