Britain?
Whilst not necessarily in disagreement with the sentiment, methinks this photo is from somewhere other than this island?
There are certain non British features about it which make it appear more continental Europe.

Same over here, tho we issue foam pads so they won't injure themselves while leaning on shovels and brooms. And instead of the Polish bloke , ours are Mexican.

Well that isn't from the U.S. In the U.S. there would only be one guy from south of the border working alone. The bid for the job would have included all those other "Consultants" and after being paid $40 cash for the day the fellow would have been dropped back at the intinerant workers center.
