Are you sure it's Russian?

I've have expected that to be in cyrilic - this looks more Eastern European (Polish, Hungarian, Czech or the like).

Heh... best qualities of movement and fire. The gunner has a shield but what about the engine. But puts into effect tactics base rules movement and fire.

It is Soviet. These contraptions were seen in WW2 in Finnish Front used by Russians.
