Why would someone be allowed to film that if that actually happened and wasn't staged?

Guess if it is so, that same NCO wouldn't be the one with the trainees at the live fire range.

One Finn with a long military career, he also can Russian, told in a Finnish site that this here ist from the milder side. I wonder why they let all this kind of happen.
