What is it?

Got this question as part of some IMA spam today in an email of "specials" that don't look all that special. But...this was their story about this thing. Maybe if you are the first to tell them what it is they will award you one as a "prize". :
Sometimes we get stumped. We know this to be an early post war British type web waist belt
in Khaki/OD with a wider rear section to which are attached TWO steel brackets with securing pins on to which
some type equipment was mounted, but the question is what? Be the first one to post the correct answer
(with some type of reference material so we can verify your claim, such as a web link or scan the page of a book)

Royal Marine kit - probably, but for securing 18 gallon beer barrel below the 60 lb backpack that holds the Rum :loco: :loco:
