That doesn't look right to me. It goes from color to b&w and the view keeps swinging around. And it seems to hover way too long, longer than an A-10, also the dispersal pattern seems wrong, explosions are going off all over the pattern at the same time.

My humble opinion is it's film from an observation aircraft that is being used to call in arty (anti-personnel) or maybe it is an A-10. But I'm pretty sure that the aircraft taking the film is not the one doing the shooting, since the filming aircraft is not traveling towards the targets.

I thought it was actually about cartoon bike riders getting attacked by water baloons from a blimp.
