The three shot string in the lower left were POF the two above were RL. I did find a smith locally who's willing to counterbore the muzzle if needed but it seems flat-base bullets fixed the problem.

I tried out some POF and Royal Laboratory MkVII ammo I picked up years ago. It's making nice clean holes now.
