The answer is;
Great Britain - Ezekiel Baker - Carbine Bore Rifle - 1806-15 - 0.625" . The innovation was the design of a 'slit stock ' which prevented the ramrod from jamming due to dirt or the swelling of the wood.
This rifle is identified by the shape of the patch box and butt position. ( The image is of my Baker, Circa 1812 )
